The server is mostly player-driven, although a dedicated team of event creators, builders, and actors help drive the overarching plot forward. In addition to the Minecraft-based RP, there are also occasional forum events that take place over the course of several weeks, and Skype RP is possible for those who find free time hard to get.

- All Nations Are Superpowers: All currently-known nations, anyways. Individual regions from the pokemon games are considered countries, and all of them (and every canon fan-region) are considered superpowers.
- Angst: Toro has its far share of problems, needless to say. Only some of which are the fault of the players.
- Big Bad: Whoever currently controls Team Noir is considered to this, although on occasion there will be a new villain revealed to be The Man Behind the Man. Originally this role was occupied by Shadow X, and up until recently it was held by the now-defeated Reaper Z.
- Casting a Shadow: Shadow X.
- City of Weirdos: Toro is, as a whole, something of a country of weirdos. Unusual sights like, say, Team Noir grunts coming to kidnap an Articuno chick while Santa Claus gives out presents aren't even considered strange.
- Coincidental Broadcast: Basically anything that ever comes up on the radio is incredibly important. Characters will occasionally show some degree of genre-savviness about this, and frequently take the presence of a radio broadcast as an excuse to congregate en mass.
- Da Chief: General Jay Swanson, head of the RTMP. He also doubles as a Super Cop, going by the tech he has at his disposal.
- Eldritch Location: The Distorted Realm, home of Giratina.
- Fantasy Gun Control: Not even the worst of villains carry guns. However, they do exist in the backstory, but are canonically banned in Toro. Perhaps Justified to some extent, as Pokemon exist that can perform the same function and more.
- Glorious Mother Russia: Lyuskoy, a large fan-region that's every bit as red and glorious as the real deal.
- Giving Up on Logic: Some of the more well-adjusted characters dip into this on occasion. Perhaps most notably, Stanley seems to be making a living out of it.
- Masked Luchador: EL ESTRELLA, occasionally known by his real name, Tonio Sever. Even more bombastic and flashy than you would expect a stereotypical masked wrestler to be, he even peppers his speach with broken spanish.
- Nebulous Evil Organisation: Team Noir. Why they do what they do, nobody's entirely sure, but they're unquestionably the bad guys.
- Schizo Tech: Futuristic pokemon-based tech with 50's everything else. Cops firing off a giant destructive laser? Sure! Logging onto the web to look something up? What's a computer?
- Shock and Awe: Theo Ross. Granted, using his powers tends to make him go a little crazy, so he's a little hesitant to actually use them.
- Standard Evil Organization Squad: Team Noir, Toro's version of the typical Teams found in the Pokemon canon.
- Running Gag: Of the OOC variety. In Toro, everyone is a lesbian. Especially the men.
- Supernatural Is Purple: Reaper Z has a purple aura swirling around him.
- The Patient Has Left the Building: On one occasion, a Team Noir grunt, having recently had his skull crushed by a police officer, got up from the autopsy table in the hospital morgue and jumped out a window, only to wander around and die elsewhere.
- The Medic: Doctor Klaus Mielke. He all but single-handedly runs the only hospital in Toro, and as such has ended up being the go-to guy for anything from delivering babies to sewing limbs back on.
- Unusually Uninteresting Sight: Toro is not a logical place. As a result, the people living there tend to either altogether ignore unusual occurrences like, say, a lightning-powered engineer fighting a superpoweredhalf-human monster in the skies just outside a major city, or just form a crowd and watch.
